Not too academic for preschool. Kumon has really nice workbooks that are for preschoolers: cutting, cutting/pasting, colors, numbers..etc. There's also 'letter of the week' website that has lesson plans laid out for you....that might give you ideas.
I have a learning disabled son who didn't speak until he was about 4 or 5yo. He has an auditory processing disorder, which he can't unscramble what is being said to him and has difficulty expressing his wants/needs (there is more to this disorder than that but that is the gist of it)....this caused him great frustration when he was younger and he was very destructive due to his frustration. I would second getting a speech eval. or a full blown evaluation done on your son (especially since you said your son has fine motor problems). You can get this for free either through Head Start or Early Intervention (or you can contact your pediatrician/family doctor...they can give you a number to call) ....the eval is free and if your son is eligible for services then those are free as well. Legally, they should not contact your school district...only if you end up enrolling your son into public school when he turns 5yo, that's when they would contact your child's school.
As for potty training, the only thing that worked for my son was to let him go around the house without pants on....and to remind him to try to go potty every half hour or so. The sensation of wetness on his legs was too much for him and so he realized when he had to go and would go on the potty. It took a couple days but he got the gist of it....when we went out we used pull-ups, but found out that he liked to check out the bathrooms in every place we went to..so getting him to go to the bathroom out of the house wasn't so hard.
We also had a step stool next to the toilet so he could put his feet on it when he went potty.....he didn't like his feet dangling when he sat on the potty, so the stool helped with that.
